About Paul Rosair

Paul leads NAJA Business Consulting Services, a consultancy focused on working with organisations on strategic programs and projects and navigating government planning, funding and approvals processes.

Prior to establishing NAJA in 2014, Paul held high-level state government positions, overseeing significant state-wide programs and projects. Paul brings with him a background of having worked at the most senior levels in Regional Development, Lands, Local Government, Water, Natural Resource Management and Environment.

Paul has extensive experience in the development and assessment of literally thousands of Business Cases, Cost Benefit Analyses and Grant/Funding proposals. Paul has experience in conceptualising, leading and implementing major state programs and projects in combination with his connections, key influencer’s and decision makers at the highest levels of Government, Community and Industry.

Karratha Report

NAJA prepares a ‘Cultural & Civic Infrastructure Investigation Report’ for the City of Karratha through considering development opportunities within the CBD and local community.

 The City of Karratha recently engaged NAJA to conduct an investigation into its existing cultural and social infrastructure.  Through a series of workshops, surveys and interviews, backed by a rigorous map and gap exercise and research into current trends and requirements, the final report presented various viable and substantiated options for Council consideration.

SWEK Economic Development Strategy

NAJA’s ‘Economic Development Strategy’ and ‘Investment Prospectus’ generates economic sustainability and viability for the Shire of Wyndham East Kimberley (SWEK).

NAJA’s recent work with the Shire of Wyndham East Kimberley to develop an Economic Development Strategy (EDS) and Investment Prospectus (IP), has connected the local community with a broad range of stakeholders to successfully generate interest and investment into the Shire’s economy.

Through NAJA’s research and connection with stakeholders living and working in the Shire, the EDS & IP detailed the need for economic sustainability and viability, including economic diversity, agriculture, tourism, minerals and energy, Aboriginal enterprise, creative industries, and security.

By understanding the strengths and unique values of the Shire of Wyndham East Kimberley, the success of the EDS and IP when presented to local Council was celebrated.

Golf Club

NAJA was successful in obtaining a BBRF grant of $5.1m to build an amazing new golf club facility and function centre/restaurant overlooking the magnificent Roebuck Bay in Broome. 

This will be an iconic building for the Region and the State. NAJA Business Consulting Services and its team is proud to have been the Lead consultant in developing a Business Case, Cost Benefit Analysis and Funding Strategy and application that achieved this great result.

Aboriginal Elder Care Community Hub

NAJA has been engaged by the Langford Aboriginal Association to produce a business case and provide strategic advice with the progression of an Aboriginal Elder Care Community Hub.

The current status of the project is that LAA have engaged NAJA to assist them with the development of a Business Case and supporting documents which will detail the needs and priorities of the community, assess the feasibility of the concept, and document the costs and benefits of the project. NAJA will also identify suitable land parcels and create a high-level architectural design of the project including funding.
